My name is Steve Rogers. In my world, I'm also known as Captain America. Some of you might know me, but that's not what I want to talk about.
[Well, not about his work specifically. He does wants to talk about work.]
We're all here for different reasons and I'm not going to pry into anyone's business, but I think there are some of us who are used to defending people in our home worlds and if you are, I'd like to work with you. If you're from a world like mine, then this city is quieter than others. But that doesn't mean we don't need to look out for it. The wildlife and technical problems still need attention. I know I'm asking you for more time on top of the work we're already doing with the Perimeter Guard and official positions, but I'd like to make that extra effort. A lot of you are probably better suited to organizing this than I am. If you have projects going, I want to join you. I want us to share those ideas and work together to help the city.

a man was nearly skinned alive by the riverbank a week ago. no one helped him.
the perimeter guard and police officials are biased against superhumans and punish self defense. they put collars on mutants like dogs to keep their powers contained.
the residential building has housed assassins, terrorists and serial killers next to normal people without even notifying them of the danger.
if you're going to talk about making an extra effect, you should start there.

If there was a murder, I'm assuming as a concerned citizen you reported that as soon as you found out about it? You're throwing out a lot of accusations so far, but from what I've seen? People are trying to be more considerate than a lot of places to the people around them. We're all new here. We're collecting people from worlds we've never even heard of, and that's difficult to manage. This is exactly why I'm making my statement now.
I agree that we should be ready and on guard, but unless you've got some better evidence, it sounds an awful lot like you just don't like when people suggest we should work together.

don't get me wrong - i don't have an issue with organization. i have an issue with the groups currently in charge of our citizens. i want to make sure that you see the same problems i do. and i want to see if you're going to be any more trustworthy than they are.
some people here are paranoid, captain. some of them know too much to feel safe in the walls. are you going to accuse them of being uncooperative too, and brush them off?

We have mutants where I'm from too. A lot of people that don't like them? They start their conversations with the same lines. "Mutants did this to my family. I don't like mutants because they could be dangerous."
I'm not saying that there are no dangerous people around. If people have problems, then they should bring the truth forward. But you specifically chose to respond here, and it makes me wonder why. You say you have no issue with authority, but I'm not speaking on behalf of the Perimeter Guard or the government. So what did I say that you didn't like hearing? You jumped right into talking about them, trying to paint a target. I just want to know why.

the attack at the riverbank was performed by two perimeter guards. they used their position to acquire equipment only used by the guard in order to torture an unsuspecting man. i want to know if you're willing to put them to justice, knowing that the current authorities won't be.

the man i want justice for is ivar ragnarsson. he has committed at least four assaults with little to no provocation in the last year, three of which had witnesses. two ended in his victim being arrested. the incident at the riverbank was performed by him and ragnar lothbrok - who i don't want harmed for personal reasons.
ragnarsson was a serial killer back home, and he's a confirmed psychopath with no sympathy for human life. yet he's allowed on the perimeter guard, because our government here sweeps unpleasant things like that under the rug. if something isn't done about him, someone is going to turn up dead here as well.
i know i'm not a trustworthy man, but i know what this sort of trouble is worth. if you help me,
i can make it worth your while - whatever it takes to earn my safety back.

i keep tabs on people in the city. people call me paranoid for it, but you don't grow up the way i did without learning that valuable information can be the difference between life and death. in ivar's case, i know he has a hairpin trigger and a lust for blood. that, and a sexuality based around torture. classic psycho.
more to the point, he cut all the skin off of my arm. i think i've got a right to be pissed off.

made fun of him for being crippled. that started the first assault. second time, he sought me out on his own. he cut my eye out. i stabbed him about ten times in the chest. i got arrested, he got away scot-free. third time, his girlfriend ended up hospitalized. i made him feel guilty for wanting a distraction, i guess. he tried to set part of the residential building on fire, to smoke me out. killed my dog. electrocuted me and it left a fucking nasty scar. all i got back at him was a dose of hallucinogenics. then i got arrested, again. fourth time, i slept with his father's boyfriend. they didn't appreciate it. ivar killed my dog again, and tried to skin me. i've still got scars from it.
i'm not leaving out details, you'll just have to trust me on that. i'm an asshole, but i don't go around picking fights i can't finish on my own. i wouldn't be asking a heroic type of all people to help out if i wanted to trick someone into killing an innocent man.

the police won't help with this, neither will the perimeter guard. i'm offering all i can, but fuck if i know how you do-gooder types operate. i can't clean up my act if i'm glancing over my shoulder expecting an ax aimed at my neck, alright?
