I get that some people like to express themselves by painting on just about anything, but this is definitely not a legal thing people do. It's totally vandalism, unless you're given actual permission to make a mural or something.

Unfortunately that usually leaves a big obvious white-out spot. Graffiti artists usually expect as much, but I guess they're into the fleeting art scene or something.
